The Regional Center of Victorville Development (RCVD, Inc.) is a non-profit limited partnership created by the City of Victorville to administer the EB-5 investor visa program.  The EB-5 program was approved by the U.S Citizenship and Immigration Services (USCIS) on June 19, 2009 to provide an additional financial resource in funding improvements (public or private) that creates jobs for the local economy. 


The USCIS Designation Letter identified four qualified investment opportunities capable of meeting their jobs creation requirement.   The RCVD has identified the SCLA Wastewater Treatment facility as the 1st phase of its fundraising efforts.

These projects are:      
  • Southern California Logistics Airport Wastewater Treatment Facility (Currently fundraising)
  • Southern California Logistics Airport Electrical Generation (Future)
  • Intermodal Rail Improvements (Future)
  • Southern California Logistics Airport Infrastructure Improvements (Future)


Southern California Logistics Airport (SCLA)
Southern California Logistics Airport (SCLA) is a 8,500-acre fully dedicated logistics and industrial park located in Victorville, CA at the site of former George Air Force Base.  The park consists of a 3,500-acre intermodal rail facility and 5,000 acres of industrial and commerical space available for development.  SCLA features world-class companies such as Dr Pepper Snapple, Boeing, Pratt Whitney, General Electric and Newell Rubbermaid.  SCLA provides an ideal logistics hub combining air cargo, rail and ground transportation with immediate access to the Western United States via Interstate -15 and Highway 395.
 
Program Objectives
The program’s goal is to raise a $100 million, broken into 4 phases each raising $25 million, through the limited partnership for investment into the identified projects.  The SCLA Wastewater Treatment Facility has been classified as Phase 1 to which the initial $25 million shall be allocated towards.  The remaining 3 phases shall be launched in the future.  The program will contain fifty (50) investors visa applicants, each investing a principal amount to the limited partnership of $500,000 each.  A transactional cost is also due up-front.  Once invested in the program, qualified investor visa applicants will receive an EB-5 Green Card and may obtain U.S. citizenship after 5 years. 
 
Benefits of the Program
  • All legal Green Card holders under the EB-5 Investor Program enjoy the same benefits as every other United States resident. A Green Card holder may not remain outside of the U.S. for long periods without applying for prior approval from the USCIS.
  • Any qualifying member of the family with an EB-5 Visa can enter the U.S. at any time and stay as long as he or she wishes.
  • Investors may come to the United States for personal or business purposes any time.
  • EB-5 Green Card holders can travel to the U.S. without the need for applying for a visa at a US Consulate or Embassy. They may work, live, or own their property or businesses anywhere in the United States.
  • The U.S. has internationally recognized colleges and universities, graduate or post-graduate. As a Green Card holder, the investor may benefit from lower tuition costs.
  • The cost of living in the U.S. is less than most large industrial nations. Housing costs are significantly lower, and consumer goods and services are generally less expensive than comparable services and goods in many other western countries.
  • Students may work in the U.S. while attending college and university, and continuing graduate and postgraduate studies.
  • The U.S. provides public schools, health and medical attention, social security, and other social programs.
  • The EB-5 Investor has the ability to bring other qualified family members to the U.S. after proper application, and can obtain U.S. Citizenship after 5 years.
